It's probably just your PC waiting on data from the server that causes things to slow down a little. If there's more people in a district, the district will take longer to load, since more data has to be pushed down to your PC over the network.
If you post rig you're running, we can make sure it's not a hardware problem.

Heh, no, I doubt seriously it's the server. It's your gear, more than likely, that's the source of the long loading times.
Sucks, but it's true.

I would say it is the server from where you are located and possibly your internet connection speed.I have about the same specs and my loading time is fine and I live in Van. BC.

Both your hardware and Internet connection speed will limit you.

Loading time of games depend on the speed of your hard drive. Since Guild Wars is an online game, it depends on the internet connection as well.
So you'll need a faster hard drive and a faster internet connection if you're experiencing long loads.

A graphics card will let you load faster. Adding in another GB or two of RAM will help as well.

Excuse me, I recently redownloaded Prophecies,Factions, and Nightfall(Don't have EotN) and when I log in it loads for anywhere from 2-8 min. On the right it says X amount of Files Remaining. I would like some clarification about this. It took me about 10 min to log in the first time on my Ranger. Then I went to La and it only took a couple min.

ok you have the client from the disk or web site that normally will not download all the patches for the game at 1 time, it will feed you a little bit at a time in between areas. In order to download all the files at 1 time you will need to run the -image on the icon. I will define this, again, just for you.
right click on your guildwars icon, select create shortcut. name the new shortcut guildwars update. Then right click on the gw update icon. in the line that says target: "c:/guildwars/gw.dat" add in a space then -image to the end of it. it should look like this: "c:/guildwars/gw.dat" -image
hit ok and double click on the new icon. it will call up the anet server and download all, and i mean all of the patches at 1 time. also use this for getting updates when a patch is put out. this is for xp for vista see the sticky at the top of this section.
